LTSA Releases 2018/2019 Annual Reports

The Land Title and Survey Authority of British Columbia (LTSA) is a publicly accountable, statutory corporation responsible for operating BC’s land title and survey systems. In its Annual Reports for the year ended March 31, 2019, the LTSA reviews its performance in achieving operational and financial targets.

Printed copies will be made available at the Annual General Meeting on June 26, 2019 in Victoria.

Since its creation in 2005, the LTSA has consistently met or exceeded all land title and survey performance targets set by the Province in the Operating Agreement, and its solid performance record continues across operational and financial measures. In 2018/2019, 4.5 million online business transactions were conducted.

  • The LTSA processed 771,800 land title registrations with an average turnaround time of 4 days against a target of 6 days.
  • The LTSA confirmed a total of 1,841 Crown land survey plans with an average processing time of 7.1 days and issued 76 Crown Grant documents with an average turnaround time of 5.9 days. These performance times remain significantly below the target of 21 days for both types of transactions.
  • In 2018/2019, the LTSA continued engagement with customers through several workshops and consultations to prepare prototypes for Web Filing. Web Filing simplifies the land title filing process and is expected to be available through several product releases beginning in 2020.
  • The LTSA continued to support the provincial government by implementing changes to the Property Transfer Tax form and launching the Condo and Strata Assignment Integrity Register (CSAIR), Canada’s first pre-sale register.
  • ParcelMap BC Adoption Working Groups were created to encourage the adoption of ParcelMap BC. By the end of the fiscal year, 10 organizations adopted ParcelMap BC as their base map.
  • The LTSA acquired AUTOPROP, a software to retrieve, export, and visualize real estate data information from various sources.

Throughout all of these changes, the LTSA maintained its customer-centric approach as evidenced by a customer satisfaction rate of 97% and a trust rating of 92%. The LTSA was also recognized as one of BC’s Top Employers in 2019 by Canada’s Top 100 Employers.
