The Ministry of Finance announced it has launched the Condo and Strata Assignment Integrity Register (CSAIR) to improve real estate transparency in B.C. It is Canada’s first pre-sale register, supporting the Province’s 30-point Housing Plan to address housing affordability by making the market more transparent and fair for British Columbians. As announced in November 2018, the Land Title and Survey Authority of British Columbia (LTSA) administers the register, accessible through a myLTSA Enterprise account. A filing fee of $195.00 plus $1.50 service charge and tax will be applied when developers file the assignment. The fees help the LTSA manage the costs associated with developing, maintaining and supporting the register.
The Office of the Superintendent of Real Estate is responsible for enforcing the new information collection and reporting requirements with developers and their agents. The first assignment reporting period is January 1 to March 31, 2019. Developers will have 30 days after the reporting period to file the assignment activity report; the first report will be due by April 30, 2019.
