The Province of BC establishes the mandate, responsibilities and performance standards of LTSA under the Land Title and Survey Authority Act, and an Operating Agreement that enables us to carry on other necessary or advisable activities related to land title or survey systems. LTSA is accountable to users of BC’s land title and survey systems, and we report on our performance results in several ways:

Five and Ten Year Performance Review Reports

The Operating Agreement between the Province and LTSA establishes the requirement for a ten-year performance review, including an assessment of specified LTSA performance obligations and sufficiency of revenues.

Every five years, LTSA and the Province conduct a performance review in relation to each party fulfilling its obligations. The Province, through the Ministry of Finance is responsible for the legislative framework for BC’s land title and survey systems.

Annual Reports

LTSA Annual Reports discuss activities and financial performance in the prior fiscal year against targets outlined in the annual Business Plan. These reports are an important part of our public accountability and fulfills our legislative obligation to report on business performance to the public.

Each Annual Report consists of separate PDF documents:

  • An editorial section describing operational activities
  • Beginning from the fiscal year 2022/23, an Environmental, Social and Governance (ESG) Report covering related activity
  • A Financial Report consisting of a Management Report, Management’s Discussion and Analysis of Financial Condition and Results of Operations, an Independent Auditor’s Report, and the Audited Consolidated Financial Statements.

Quarterly Consolidated Financial Statements

Publication of financial statements is part of LTSA’s commitment to public accountability and transparency. In addition to the Quarterly Performance Progress, LTSA publishes the Management’s Discussion and Analysis of Financial Condition and Results of Operations and the unaudited, condensed, and consolidated interim financial statements on a quarterly basis.
