British Columbia’s land title and survey authority recognized for modernizing parcel management using geographic information systems.
SAN DIEGO, Esri User Conference—July 16, 2026—Esri Canada congratulates the Land Title and Survey Authority of British Columbia (LTSA) on receiving the Esri Special Achievement in GIS (SAG) Award for modernizing the province’s parcel management through its ParcelMap BC solution. The Esri SAG Awards recognize organizations around the world that use geographic information system (GIS) technology to solve complex problems and deliver measurable impact.
“LTSA’s work demonstrates how modern GIS can strengthen one of the most important foundations of land administration: trusted parcel information,” said Alex Miller, president, Esri Canada. “Modernizing ParcelMap BC helps land management professionals work more efficiently and gives British Columbians greater confidence in the information that supports property transactions, development, infrastructure planning and public services.”
ParcelMap BC is the current, complete and trusted mapped representation of titled and Crown land parcels across the province. It provides a visual foundation for understanding property boundaries and supports landowners, legal professionals, surveyors, government agencies, developers and other land management professionals who rely on accurate parcel data to make informed decisions.
As part of its modernization, LTSA moved its parcel management environment to Esri’s ArcGIS Parcel Fabric and cloud GIS infrastructure. A series of automation scripts enabled the migration of 2.4 million parcels in a mission-critical system over one weekend, helping minimize downtime and operational impact while preserving data integrity and continuity for users.

The modernization supports more efficient survey plan submission and integration. Through LTSA’s SurveyHub platform, surveyors can use a web-based workspace to create, assemble, validate, certify, share and submit survey plans and related materials. These datasets are then processed through LTSA’s internal workflows and made ready for use in ArcGIS Parcel Fabric, helping improve the accuracy and efficiency of parcel updates.
ParcelMap BC is continually updated with new plans and other parcel fabric changes, with a publication turnaround time of two business days. Updated parcel information is made available to stakeholders and the public through data products and web mapping applications, helping people to easily access land information.
