The City of Duncan has expressed its interest in rejoining the Integrated Survey Area (ISA) program. Duncan was originally established as an ISA in 1973; however, at the City’s request, its ISA designation was annulled by the Surveyor General in 2022 during LTSA’s ISA revitalization initiative.
Following discussions with Surveyor General staff this year, the City has confirmed its intention to recommit to the ISA program. The Surveyor General supports the City’s proposed reinstatement and is proceeding with the necessary administrative preparations. Before a final decision is made, however, the Surveyor General wishes to provide the land surveying community with an opportunity to offer feedback.
Participation in the ISA program requires municipalities to:
- Maintain an adequate density of control monuments in their ISA (an adequate density is considered 500m-1km in urban areas and up to 2km in more rural areas);
- Take reasonable steps to protect control monuments from unnecessary damage or destruction due to development activities; and
- Maintain an accurate inventory of control monuments and report changes in monument condition to GeoBC.
A recent assessment of the coordinate control monuments within Duncan indicates that the City already exceeds the applicable density requirements. Accordingly, no additional control monuments are planned as part of reinstating Duncan’s ISA. Given the existing density of monuments, the reinstatement is expected to have minimal impact on the land surveying community.
The Surveyor General will provide a one-month period for submission of questions or comments regarding the proposed reinstatement. Following consideration of feedback received from the land surveying community, the Surveyor General will make a final decision regarding the proposed reinstatement of Duncan’s ISA designation. Should the decision be made to proceed, reinstatement will be completed by Surveyor General Order once the necessary administrative requirements have been satisfied, and communicated to land surveyors by Circular Letter.
The Surveyor General welcomes questions or comments from the land surveying community regarding the proposed reinstatement of Duncan’s ISA. Please direct any questions or comments to Tobin Pope, Policy and Program Analyst, at tobin.pope@ltsa.ca before November 12.
